It is an offence for a person in charge of a dog to fail to clean up after their pet in a public place. It can result in a Fixed Penalty Notice of up to £100 and court costs up to £1,000, if unpaid.

- persistent
- continuing in nature
- is, or is likely to be, unreasonable
- justifies the restrictions being imposed
