Our Vision for 2030 is a sustainable, thriving Elmbridge driven by the power of our community.
Elmbridge is a borough with people and community as its heart. It is a borough with energy and enthusiasm, a borough with both national and international businesses and wonderful commons, woodlands and green spaces.
On 8 February, Elmbridge Cabinet will be asked to recommend to Council a new Vision for Elmbridge; a 2030 Vision that encapsulates Elmbridge’s sense of community and passion. That understands how our residents care about their environment, how they care about supporting each other and how they care about the vibrancy of their towns and villages.
The 2030 Vision has been co-created with our residents, businesses, colleagues, and Councillors, who all understand more than ever that Elmbridge has the potential to grasp the future, to be an enabler for growth and opportunity, that we should be ready to adapt to future working life, future high streets, and future living.
We are determined that the 2030 Vision for Elmbridge is a living, breathing embodiment of our work and priorities over the next seven years. It will support the transformation of Elmbridge Borough Council as an organisation, it will drive us to deliver for our residents, to enable our local partners to deliver for our residents and to help us shape our future.
Vision with three strands
Sustainable: This is a Vision with sustainability at its heart. But what do we mean by sustainable? For Elmbridge 2030, it means being carbon neutral, enhancing our natural environment, as well as supporting and engaging our community with biodiversity, active travel, and sustainable living.
Thriving: A thriving borough has vibrant towns and villages, offering residents and visitors the chance to visit the theatre, have a coffee with friends, shop and relax. Our support of the local economy will not only enable businesses to grow but that positive impact will also benefit local amenities such as parks, libraries, leisure facilities.
Community: We are a borough of thriving communities, each with their own passions and priorities. In our role as a community leader, convenor and connector we will engage and empower our communities, while also supporting independence, enhancing health and wellbeing and always striving to keep Elmbridge safe.
Transformation
In order to reach our 2030 goals, we know that a rethink and a period of transformation at the council is necessary to develop the Elmbridge of the future. We can achieve this through driving change and reconfiguring our service offer to residents.
Here’s a sample of what you can expect to see us achieve in the first three years of our vision:
- We will have launched our package of community initiatives on climate change, implemented a Green Fleet Strategy and be on our way to decarbonising our fleet.
- We will have undertaken our digital first approach to improve processes and customer access to services.
- We will have developed and implemented our new Housing and Homelessness strategy to address the housing challenges our community faces.
- We will have reviewed our approach to our Community Support Services offer to ensure it meets local needs and is financially sustainable.

On 7 March, residents, businesses, and local partners are invited to the Civic Centre in Esher to hear more about Vision 2030 and our aspirations for Elmbridge.

6-7pm arrival and networking
Meeting some of our partner organisations such as Surrey Police, The River Thames Scheme and our waste partners Joint Waste Solutions.
7-8pm Vision 2030 launch
Hear from The Leader, Cllr Chris Sadler, the Deputy Leader Cllr Bruce McDonald and the Chief Executive, Adam Chalmers. There will also be time for questions and answers.
