From Monday 2 September we have two opportunities for residents and businesses to give us their views on the processes around planning applications.
Consultation on proposed amendments to the Statement of Community Involvement
The Statement of Community Involvement (SCI) is a statutory document where the Elmbridge Borough Council sets out how it will engage with residents, businesses and other local organisations in the preparation of planning policy documents and the consideration of planning applications. The SCI is monitored regularly to ensure that it remains in accordance with both legislation and best practice. Any changes to the document must be consulted on before they can be made.
The SCI was initially published in 2006 but has since been updated several times, with the latest version being the Statement of Community Involvement 2021.
We are now consulting on the following proposed amendments to the SCI 2021:
- Names and addresses of people making comments will not be published on the Elmbridge Borough Council website
- Local Plan documents will be available electronically rather than in hard copy in the borough’s libraries.

Consultation on Local Validation Requirements for the Design Code and Biodiversity Net Gain
A planning application must include certain information in order for it to be considered valid. Some of these requirements are stipulated in planning legislation and national policy and these are known as the ‘national validation requirements’.
The council's current validation requirements were adopted in 2021. This consultation focuses on changes to be made to introduce requirements relating to the Elmbridge Design Code and Biodiversity Net Gain.
The aim of the Elmbridge Design Code is to reflect local character and design preferences; providing a framework for creating high-quality design in the borough
Biodiversity Net Gain, an approach to development, that aims to leave biodiversity in a measurably better state than before the development took place.

If you would like to comment on either consultation, they will run for four weeks from Monday 2 September 2024 to Monday 30 September 2024.
All comments, using the survey provided, must be received by 4pm on Monday 30 September 2024 and can be submitted either:
