
The second Climate Change Citizens’ Panel session took place on Saturday 5 July 2025 at Brooklands Technical College in Weybridge, bringing participants together once again to explore the environmental impact of transport in Surrey and its contribution to carbon emissions.
Through group discussions and expert talks, the session aimed to support the panel’s overarching question:
"What steps can we take locally to address climate change and protect the environment?
Expert talks and insights
The day featured a series of informative talks from experts in transport, sustainability, and community-led initiatives:
- Ben McCallan, Engagement Lead at Surrey’s Greener Future (Surrey County Council), outlined the county’s strategy to reach net-zero emissions by 2050. He highlighted the importance of community involvement and the cost of inaction versus the benefits of proactive climate policies.
- Steve Howard, Transport Strategy Manager at Surrey County Council, discussed the Surrey Transport Plan 2022–2032. He emphasized the need to reduce car dependency, especially for short journeys, and promote active travel, clean air, and well-connected communities.
- Dr. Nikolas Thomopoulos, Associate Professor at the University of Surrey, shared insights from his research on sustainable and autonomous transport. He explored the environmental, economic, and social impacts of mobility innovations across Europe.
- Roger Geffen, Traffic Reduction Campaigner at Low Traffic Future, presented a compelling case for reducing car use. He addressed the hidden costs of high traffic volumes and the benefits of transitioning to healthier, low-traffic communities.
- Jane Halliwell, Representative from Chatterbus, spoke about the vital role of community transport. She described how Chatterbus, a volunteer-led charity, provides essential services in Cobham and the challenges of maintaining financial sustainability while meeting local needs.

The Citizens’ Panel is a powerful example of how local voices can shape meaningful climate action. The second session highlighted the urgent need to rethink how we travel in Elmbridge and across Surrey. By bringing together residents and experts, we are not only raising awareness, we are building a shared vision for a cleaner, healthier future. I am proud of the energy and insight our panel members continue to bring to this vital work.
Looking ahead
The next session of the Elmbridge Climate Change Citizens’ Panel will take place in September, with a focus on Green Spaces. Participants will continue to explore local solutions to climate change and contribute to shaping a more sustainable future for Elmbridge.
