Since 2017, Elmbridge Borough Council has partnered with Mole Valley District Council, Woking Borough Council and Surrey Heath Borough Council on and recycling collection and street cleaning services. Amey LG Limited won the competitive procurement process then, with the contract management and administration undertaken by a specialist shared service set up for the joint contract known as Joint Waste Solutions (JWS).
The initial term of the joint contract expires on 5 June 2027 and requires not less than eighteen months’ notice to be given to Amey. It is our understanding that Amey does not wish to extend the joint contract. Therefore, no later than July 2025 we aim for work to begin on a new joint waste contract procurement, in partnership with the same boroughs and districts.
Having conducted an analysis of the options including continuing the joint contract or bringing it in-house, we have concluded that the best outcome for Elmbridge is to continue with a joint contract.
A report is being brought to Elmbridge Cabinet on 5 February for recommendation to the Elmbridge Council meeting on 26 February, outlining the proposed way forward for the joint contract including the budget implications.
