Invitation to submit initial tender
On 10 September 2025, the councils published an invitation to submit initial tender (ISIT) for the organisations that successfully passed due diligence checks completed during the Procurement Specific Questionnaire (PSQ). Due to confidentiality, we are unable to share details of the successful parties.
The invitation includes an evaluation framework detailing how the bids will be assessed and a data pack. Bidders will be asked to submit method statements and a pricing schedule in their tender. In October, Joint Waste Solutions will hold a competitive dialogue session with each bidder and a shortlist of three bidders will be finalised in early January 2026 to be taken through to the next stage, the Information to Submit Final Tender (ISFT).

Publication of formal tender notice
Four Surrey councils have published a formal tender notice inviting potential bidders to express an interest in delivering recycling, waste collection and street cleaning services.
The new contract, which will come into effect in June 2027, will replace the current joint contract with Amey LG Limited. The procurement is being managed by Joint Waste Solutions (JWS) on behalf of Elmbridge, Mole Valley, Surrey Heath and Woking councils. Street cleaning will remain outside the scope of Woking Borough Council’s contract.
The disclosure obtained from potential bidders during the procurement process will support essential due diligence checks, and will be used to determine which bidders will then be invited to enter into dialogue and subsequently submit initial bids later in the year.
Crucially, for residents there will be no changes to bin collections throughout the search for a new provider, with current arrangements remaining in place for the next two years.
Councillor Ashley Tilling, Chair of the Joint Waste Collection Services Committee, said
“The quality of our waste collection service remains of utmost importance to us. We will be working on sourcing the best solution, offering residents value for money while maximising reliability, encouraging recycling and reducing waste to lessen the impact on the environment. To maintain a continuous waste collection service for our residents, it is essential that we proceed with this procurement, regardless of the ongoing proposals for local government reorganisation in Surrey. We will keep residents informed in our progress to find a suitable operator.”
Updates on the development of the project will be shared regularly with residents via the four councils’ communications channels.
