Council Management Board
The chief executive, 2 directors and 2 heads of service make up the Council Management Board which is responsible for overseeing the discharge of council strategies and policies.
This board meets weekly to discuss key council matters.
Officers give advice to councillors and the council, put the council's decisions into practice and take decisions which are delegated to them.
Adam Chalmers, Chief Executive
The chief officer and executive head of the council has general authority over the activities of all directorates, chairs the management board of directors and has overall responsibility for administering the Council's business.

Dawn Crewe, Strategic Director, Services
Contributes to the corporate and strategic management of the authority and provides leadership, vision, and strategic direction.
Dawn leads the following services:

- Asset Management and Property Services
- Customer Operations and Transformation
Kim Tagliarini, Strategic Director, Place and Community
Contributes to the corporate and strategic management of the authority and provides leadership, vision, and strategic direction.
Kim leads the following services:
- Planning and Environmental Health
- Community Support Services
- Culture, Leisure and Environment
Andrew Cooper, Head of Finance and Section 151 Officer
Contributes to the corporate and strategic management of the authority and provides leadership, vision, and strategic direction. Has responsibility to resource and deliver the Organisation’s strategic objectives sustainably and in the public interest.
Section 151 Officer is a statutory role, fulfilling the financial duties and responsibilities on behalf of the council and has responsibility for the financial strategy of the council.
Victoria Statham, Head of Legal and Governance
Contributes to the corporate and strategic management of the authority and provides leadership, vision, and strategic direction.
Victoria leads the following services:

Leadership Team
Together with the Council Management Board, the following heads of service make up the Leadership Team at Elmbridge Borough Council.
Annabel Crouch - Head of Policy and Performance
This team has responsibility for policy, communications, performance management, economic development, consultation, emergency planning, climate change, learning and development, overview and scrutiny, community safety and human resources.
Stuart La Frenais - Head of Asset Management and Property Services
This team manages all council assets both operational and investment, along with development of land and buildings. The team comprises chartered building surveyors, facilities experts and general practice-chartered surveyors.
Simon White - Head of Internal Audit and Counter Fraud (Contract Service)
This team has responsibility for ensuring that the Council has proper internal control arrangements in meeting its objectives and also provides independent advice to senior management.
Suzanne Parkes - Head of Planning and Environmental Health
This team provides guidance to residents, members of the public and professionals regarding planning services. This covers the Local Plan, planning permissions, heritage and landscape management. The team also deals with environmental nuisances, noise complaints, licensing and food safety. Also overseeing the management of the waste service by Joint Waste Solutions.
Colin Waters - Head of Housing Services
This team manages care and repair, housing options, private sector housing management, homeless prevention and international refugee schemes.
Ian Burrows - Head of Culture, Leisure and Environment
This team manages green spaces, leisure facilities, cemetery services, countryside estates and leisure development in addition to managing car parks, enforcing parking restrictions and overseeing the management of the waste service by Joint Waste Solutions.
Vicky Wise - Head of Community Support
This team manages the Centres for the Community, community support for older people and carers through meal services and dementia services. It also coordinates voluntary sector funding.
Vacant - Head of Technology and Customer Operations
This team is the first point of contact for most council services. Focus is on designing digital processes to deliver efficiency and consistently high standards of service delivery. The team also manages car parks and enforces parking restrictions.
