PSPO for Unauthorised Mooring (third stage) - open until Sunday 25 May
On 7 February 2024, the Council's Cabinet agreed a PSPO to limit mooring to 24 hours (with no return within 72 hours) at Ditton Reach, Albany Reach, Cigarette Island, Cowey Sale, Hurst Park and Surrey County Council’s land adjacent to Hampton Court bridge (Parrs mooring). However, in February 2025, the court upheld a legal challenge against it on the grounds that the PSPO wording wasn't clear about enforcement during stream warnings.
We have now updated the wording of the PSPO, our Environmental Enforcement Policy and Equality Impact Assessment to address this issue. The updated documents are as follows:
We are asking residents, river users, and stakeholder groups to share their views and comments on the revised documents. Please email your comments to consult@elmbridge.gov.uk by Sunday 25 May.
All comments will be reviewed by the Strategic Director and the Portfolio Holder for Leisure, Culture, and Commercial Strategy. If the statutory conditions are met, the council will consider making the PSPO.
